Which seems to be the right approach for "DP managers".

IT leaders applying a business approach might be better off if they took an
ROI approach. While it may cost you "money, money, money", if it saves you "
money, money, money, money, money, money" by implementing a system with less
management, maintenance and enhancement, then you have a business case.

5250 emulator on iPhone ~has~ a business case. The cost is free (lite
version) and the return is that all your data entry clerks can now work from
home and key in all those orders they received by fax. Now they don't have
to pay for gas!!

In most places you have to make do with what you have. They don't have
the open budget
to add these things.
