I'd have said it was a simple matter of $ and desire.

The outline view is built from the output of the verifier, which in turn is a PC port of the compiler minus code-gen. In order to get what you want, as a minimum the SQL pre-compiler would have to be ported as well (and it probably isn't written in C). So "competency" doesn't come really into play - it is all a "simple matter of programming" - so dollar$ are the gating factor!
