Your spelling is good, but you mean "system state" :-)

UNDEL2 is the user state version. UNDEL2 2.0.4 works on V6R1, but you
have to compile it from the source (included). The pgm objects in the
package were compiled on V4R3 and they don't have creation data, so they
won't convert.
