Generally, one starts the 36 environment either as the *S36 value of the SPCENV system value (which is the way we do it here), or as the SPCENV value in the CHGUSRPRF.

Aside from that, if one wants to start the 36 environment manually, say from a command line or CLP, one would use the STRS36 command.

The purpose of the STRS36PRC is to run a S/36 procedure (OCL) from within a CLP.

If I understand correctly, the operational sequence is something like:
PROCA, which contains
CALL PGM(CLPROC), which contains
STRS36PRC something

Since even QSECOFR runs in the 36 environment here, I can't test it, but the initial PROCA would, I think, only run if either
a) The 36 environment was already active, or
b) It was run from the SRTS36PRC command.
I don't even know how to start the 36 environment using the STRS36PRC command; just the three ways I listed earlier. And I don't think that the 36 environment has to be started for the STRS36PRC to run (again, unable to test that).

So, I guess I've confused myself and the issue, M. What are you trying to accomplish, anyway?
