The API section of the Information Centre describes all the public APIs. You'll find it under programming. The API documentation describes the parameter interface, valid values, error messages etc. They are (generally) described in a language-neutral fashion. You'll find this API (QWCLOBJL) has dependencies on other APIs (QUSCRTUS, QUSRTVUS, QUSDLTUS).

You CAN call many of the unbound APIs from the command line but often they require complex parameter structures that make doing so difficult. Another example of "just because you CAN do something doesn't mean you SHOULD do it".
