Doesn't JWALK run telnet under the covers? Secure telnet can be done pretty
easily.

It depends upon the capability of JWalk. If it can be configured to run
in an SSL environment, there is little reason to also run the VPN. We
have plenty of web apps that run SSL that have sensitive student and
employee data that is encrypted through SSL. We don't use a VPN for
those applications, just SSL.
