My apologies......I had a brain freeze/cramp/whatever and see that my
original post was only posing a "what is it" question. Subsequent research
into the api resulted in an error that IBM was able to duplicate and that
led to the ptf..............

I heard back from IBM last week that the developers have agreed to
accept it as a defect and a PTF will be issued. When the PTF is
available, I will post it.
