Generally there is not ONE program that causes this but a combination of
* IBM pricing policies
* MANY users collective use of the system
* an occasional user or program that does something interactively that ought
to be done by batch.
* normal growth of your company such that your really do need to pay the IBM
interactive tax
* You upgraded to a new version of the OS, or application software, that
needs more hardware resources to do the same work, and you failed to utilize
the proper SPEND MONEY feature
