I believe the following addendum to Simon's post should assist to fully resolve the described scenario:

For a /simple/ LPP with one library and the one option of OPTION(*BASE), first RSTLIB the product library from the media, then SAVLICPGM DEV(*SAVF), and finally RSTLICPGM DEV(*SAVF). The SAVLICPGM should be functional because the product [option] library is now restored and its *PRDLOD\*PRDDFN objects are available within. The RSTLICPGM activity [as part of the actions by the install exit programs] effects the CRTDUPOBJ [or to create a proxy version] of the various commands that would exist in QSYS after that restore licensed program request. These additional steps should have the LPP properly installed.

The same activity should generally suffice with additional complexity; i.e. restoring all of the libraries for all of the options of the LPP, to enable both the SAVLICPGM OPTION(n) DEV(*SAVF) and corresponding RSTLICPGM. A more complex LPP with its own user data library for example, may have more considerations, if perhaps the install of the LPP might act differently when the user data library exists versus when it does not exist.

If that scenario is an accurate description then they MAY be able to restore the program product library using RSTLIB. This library will be saved on tape using the library name as the label identifier. I expect this to work because the save tape is the same one used to restore the system.

If however, they are trying to restore an LPP from a tape made on one system to different system then it won't work properly. RSTLIB will not cause the LPP exit programs to run therefore the LPP will not be properly installed. This is not to say that they couldn't get it to work. RSTLIB ought to restore all the objects. Running the LPP may create any missing objects or generate errors that can be resolved manually. Awkward to say the least.
