I can run these commands on any XP machines without any problems:

RunRmtCmd CMD("c:\iexplore.exe") RMTLOCNAME('111.111.111.111' *IP)
RunRmtCmd Cmd("//ServerName/departments/mis/MemberCards/MbrCrd32.exe")
RmtLocName('111.111.111.111' *IP)

But I can not run any commands at all on our 2003 server.
(Command loops)

I don't know if there is a difference in environments, but the following command works for me. User running is not the same as the user in Windows, so I have to specify username and password.

RUNRMTCMD CMD('DTSRUN /S sqlserver /N dtspackage /E')
RMTLOCNAME(remoteservername *IP)
RMTUSER(user) RMTPWD(password)

Now, my command does not require interaction with the desktop as iexplore.exe would. I don't know what MbrCrd32.exe does, so I can't say on it. Maybe this will help a bit...
