No, SBMJOB will submit an entirely new job that won't do anything except
change its own default wait time to 2.

You need to write another CL that will:

PGM
CHGJOB JOB(*) DFTWAIT(2)
SAV DEV('/qsys.lib/tap03.devd') +
OBJ(('/dtmdir' *INCLUDE)) +
ENDOPT(*UNLOAD)
ENDPGM

I always like to make such CL programs "smart" enough to detect if
running interactive, and just submit themselves to run in batch. ;-)
