No system that I'm aware of can actually guarantee that a memory
pointer
will remain valid between restarts.

Actually it depends on what you mean by "pointer". Remember, the System
Entry Point Table is nothing more than a list of pointers that survive
IPLs. Or look at the dump of an object, it's full of pointers to other
objects, and they all survive across IPLs.
