means

As posted before, 3489 means "System Resources are not available". In my
experience, when you see a 3489 trying to run a Qshell (or i5/OS PASE)
command, it usually means the command is trying to run in a subsystem that
won't allow any new jobs to be created. (UNIX shells like those used in
Qshell and i5/OS PASE generally need to "fork" a new job to run commands
in.) Perhaps your system is in restricted state?
