Not so fast.

I have it on good authority that the third party is none other than the 
University of Southern North Dakota at Hoople (home of Prof. Peter 
Schickele's PDQ Bach research institute), and that the new sysops will 
be the co-chairs of their Computer Science Department, Dr. Reuben Yookt 
and Dr. April Phule.

Oh, and we must all remember that this is the day of the annual Internet 
Cleaning, when all the data pipes are steam-cleaned. Who knows what 
bovine scat will be dislodged.
