Performance Explorer (PEX) viewed through either Job Watcher or iDoctor will give you all kinds of PASE related information - very helpful - I've not had cause to use it for some time, but there's a lot of stuff.

multi cores, you wouldn't see 100%.

For instance, with two cores, you'd see 50%, and that is what you were seeing
