Steve, I agree with others who recommend IBM tech support from
Rochester.
A couple years ago we also had a job that we could not end no matter
which technique we tried.
A quick call to Rochester, and immediately, they gave me the solution on
how to end that errant job.
IBM maintenance (worth every dollar we pay them!)

We have IPLed the box since the job was submitted and the job is still
there.
I did an ENDJOB *CNTRLD and the job is still there.
I did an ENDJOB *IMMED and the job is still there.
I did an ENDJOBABN and got a message indicating that I should wait 10
