Is the workload from executing PHP scripts, or loading PHP itself? Whatever the case, it's evidently not CPU bound.

If it's a script, you might be able to drive up CPU use by doing string concatenation within a loop about 100,000 times ;-) Otherwise the workload appears to be I/O bound (disk, tcp/ip) or some sort of synchronized workload.
