Just a speculation here, but I know that in order to do a DSPJRN on
QAUDJRN you have to have *ALLOBJ because IBM considers the data
contained in the journal to be potentially sensitive. The Security
Reference Guide also has a footnote (6) that indicates that if you do a
DSPJRN(*INTSYSJRN) you must have *ALLOBJ. It may be that because you
are working with an internal system journal that the regular rules do
not apply, but I can't see any documentation that explains why.
