On a test lpar is there a way to block all email except to a particular
domain or domains?

While we do not run LPARs, we do a similar thing in our testing
environements. We have standardized on a single service program procedure
to handle sending emails and reports. The first thing the procedure checks
is the environment/library list. If the request for email delivery came
from a test environment, then all recipients are overridden to the *current
user.

It took a while to find/update everything that used SNDDST, SNDEML, and
other various tools being used to send emails, but the effort was
worthwhile.
