iSeries Access comes with OS/i5. The 5250 emulation and Data Transfer elements (and mayhaps a few other components) are chargeable items. I "think" iNav itself is bundled with i5/OS (i.e., no extra charge).

That said, IBM may unbundle (i.e., charge) for each component in the future, like they are doing with RDi. So far, though, Rochester still owns iSeries Access, not Rational.
