FWiW: The program stack exists, it is just not available outside of LIC, because the job is running in the LIC rather than in the OS level [or running /masked/ I suppose]. To see the stack requires:

Contacting your service provider is probably the best approach at this point, to have them investigate the issue. I infer very likely that there is something like an effective deadlock condition, very possibly long waits due to seize contention, for which the jobs are not ending [timely]. It is best to *not* attempt to end the jobs or the subsystem as recovery; esp. because the subsystem and job queue, if there is a case of non-ending jobs, that subsystem is then no longer available until pwrdwn/IPL completes.
