I've been using this site http://www.rzkh.de/english/accounteng.html (or http://as400.holgerscherer.de/ if you speak German). The free accounts are on a V5R2 system, but that has worked well enough for me since I've been using it for writing articles and I don't want to accidentally use a feature that isn't available to most people. You can get an account on a V5R4 system there as well, but it is probably cost prohibitive for just playing around (at least 15€ per month, though I can't tell since the German page has a different price than the English one.)
