I just tried a small test.

I created a brand new profile called "sample" with the class being
*sysopr. The system also added *jobctl and *savsys for some reason.

Message . . . . : Not authorized to command PWRDWNSYS in library
*LIBL.

Sure, that's because SAMPLE hasn't been authorized to PWRDWNSYS. Mine is
shipped with *PUBLIC *EXCLUDE and QSYSOPR *USE (and QSYS *ALL), which is the
standard default. AFAIK, the *SYSOPR special authorization is an additional
check; you also have to have basic authority to the command.
