First, this is NOT no parameter:
PARM(' ')
So, if your called program checks %parms or some such thing it assumes it
still got a parameter. Therefore that logic is flawed. What it should do
is check if no parms and if there is one, if it is a valid date. If
either one fails than use the same logic. (or error out nicely and tell
it to give you a valid date). Probably should log "Invalid date was
converted to current system date." or some such thing by a program
message.

Second, I don't think you can override the "system" date. You can
override the job date (see CHGJOB DATE(...)). Concerns about job date
versus system date normally regard jobs that span dates. The job date
stays the same, but the system date changes.
