I haven't yet met someone in upper managment (where the outsourcing decision usually occurs) at any of the companies that I have worked for that gives a rat's ass about cultural differences, language barriers, and time zones.

Their interest is primarily in cheap labor, not necessarily quality of service or product.

In fact, when someone questions the quality of the software coming back from the offshore Indian software consulting firm, the IT manager of the division of Emerson where I last worked said (I'm paraphrasing) - "I don't care if they have to redo it 5 times, it will still be cheaper than having it done by American programmers".

What he isn't factoring into the equation is the value of time...and slipped project and product schedules.
