Do a DSPOBJD and see when they were "last used"...?

Also, you did a DSPPGM, but did you notice what target release they were created on/for? The one you show says it was created on V2R1M1 for V2R1M0. So, this was a CISC/IMPI object. It says "Observable information . . . *NONE", so it is very likely that it was never converted to RISC PowerPC, and so the chances are very good that no one is using it on your system. :-)

I suspect these are old and might no longer be used. How they ended up in QGPL, who knows? But it is not just your system. I found at least two of them (with Google) shown in a screen-print of a DSPLIB QGPL on an older AS/400 system, referenced here:

If you are not sure, you could always save them in a save file (for now), and then delete them, and see if anyone complains. You can always restore them again if needed.
