The PTFs referred to by the wiki, are effectively unrelated to, even though they provide a pre-requisite change for the availability of, some feature in v5r4. The three-byte [internal product identifier] UME and the acronym CIM (Common Information Model) were included in those PTFs only for the ability to easily search. Those PTF changes were an enhancement to the way the system exposes functionality specific to a database -- as required by the changed feature, but nothing specific to only that feature.

Basically some function provided via CIM was being moved into its own product [as a matter of packaging]. Having moved out of the operating system, the function would no longer have access to i5/OS internals. Both an install change and a definitional change were provided [via the two PTFs SI24454 & SI24455], to enable functional access from the product [any function], without requiring any access to i5/OS internals; an install change to v5r4, because the packaging change would be exposed in that existing release.
