Tom, I already do that. But when I retry the
cpytoimpf after a 30 sec delay, I am getting "prepare
statement in use" error.......

Anyway, I have requested the admin not to back up this
particular directory and also have moved this
cpytoimpf in to a new program with an activation group
of *new. let me see how this goes, if it doesn't
work, then probably, I will be directly writing to IFS
file thru rpg.

I can only add a guess that it is not the file that
is in-use but
rather a directory in the path.

If this is happening during IFS backups, the
directory/path might be
temporarily unavailable. Perhaps the program simply
needs to monitor
for this error, execute a delay for a minute, and
loop back to try
again.
