The To file is created using the CPYTOIMPF command and
so there should be no locks even before the file is
created. I understand that the Resource Busy is the
error description for 3029, but not sure what resource
is busy.

When I retry the cpytoimpf command after 30 sec delay,
its giving "prepare statement in use" error....there
is no sql in this pgm...may be internally it uses some
sql to cpy stuff....

This has started happening quite frequently after our
upgrade to V5R3.
