I didn't expect it to be free, but I would've expected it to be part of
the compilers if it's provided by IBM. But as you say, I guess we're
going through the unbundle part of the bundle/unbundle cycle. When I
started in this business, they went so far as to bundle an SE with the
machine; I don't think it'll get that extreme again. Then they unbundled
everything and it's gone back and forth a couple of times. I'd think
they'd be able to figure out which model gives them the most revenue;
otoh, maybe switching it every few years gives them the big bucks.

You mention "language tooling" -- what exactly do you mean by that? The
IDE? Or are the compilers now under the IBM Rational umbrella?

Rational owns the compilers as well now, which is why I still hold out hope
that they can bundle one or two seats of all the tooling (WDSC, WDHT, EGL)
in with the compiler suite while at the same time they unbundle the
compilers, the legacy compilers and the green screen development tools,
making it cheaper for those who don't need the older technologies. They've
told me they're considering several options, including a developer seat
and/or an extended trial period, but I'm still waiting for final word.
