I have sFTP working excellently on an iSeries running V5R3 under PASE.

Here's what I have installed:

5722SS1 33 OS/400 - Portable App Solutions Environment
5733SC1 *BASE IBM Portable Utilities for i5/OS
5733SC1 1 OpenSSH, OpenSSL, zlib

Immensely helpful is:

5799PTL *BASE iSeries Tools For Developers

One of the show stoppers for me in getting sFTP to work was the requirement for a host table entry for the target server on the AS400.
