It is so. What makes you think otherwise?

If you have QU1 and you have SWMA and you are on V5R4 then you get QU2 Free by asking your BP for it.
If you have QU1 and you have SWMA and you are on V5R3 then you get QU2 Free with your upgrade to V5R4 which is also Free.

In either case you get a base number of named users that is determined by your Pnn software group. Above that you pay money but you DO get QU2 and the base named users for free. Period.
