If you have QU1, then getting QU2 is what they are calling an "upgrade".

As long as they don't call it free, I'm good to go. I just heard from
several people that QU2 is "free" for people with QU1, and that just ain't
so.

Lemme get this straight: if you currently have QU1, QU2 is not really an
upgrade to QU1, it's an additional product for which IBM will waive the
initial fee but will still cost you a separate SWMA (and that kicks in
after 90 days).

Is that about right?
