You could do it through Scott Klement's HTTPAPI -
http://www.scottklement.com/httpapi/ - which will require a little
programming.

Another way is to run one of the *nix url grabbers that run in PASE -
both curl and wget are available. Unfortunately the main source for
these AIX utilities, aixpdslib - the AIX Public Domain Software
Library, was retired recently, though it appears there is at least one
mirror[1] available -
http://computer-refuge.org/classiccmp/aixpdslib/pub/
