Any firewalls or routers acting like one in between these systems?

Try SENDPASV before you send the file. Active FTP can cause issues with firewalls since it opens a connection on a different port than 21 (the control connection). So the firewall could be closing the control port before the file is completely sent. Size will matter because it takes longer to get there and you may be exceeding the close timer for the control port. If your network guys set some new rules in place or upgraded some software it's possible that you are getting clipped by the firewall or an access rule in the router.
