You might want to look deeper. I've been away from that specific element for a while and never was that deeply into it; but, IIRC, the default base LPAR changed from 0 to 1 somewhere around V5R3, possibly with systems new with V5R4?

Anyway, I have a strong memory of a distinct change of that nature. Something like no new systems after a certain point ever had LPAR 0, always having at least LPAR 1 at least as far as materializing the system attributes is concerned.

Maybe that will jar someone else's memory who has detailed knowledge...
