I hosed something somewhere and now we cannot FTP to our system even
internally (I get the following in QHST now) for any id I try.

I know I changed the FTP server to NOT autostart last week and don't
remember or documented anything else, I changed it back to auto start,
ended all TCP servers and restarted, Ops Nav (which is probably where I
hosed it) shows FTP server running, even signing on as QSECOFR doesn't help,
within FTP I get IP address changed to protect the not so innocent but its
right
