Note that from RPG logic perspective this type of access will be viewed as
arrival (non-keyed) sequence, while DB2 engine may or may not use an index
to build the result set that satisfies view's selection criteria.

I think you could attain your goal by just creating the view, and using
that in your native I/O. As Eric mentioned, the SQL engine may use an
index over the table the view uses, so I'd suggest creating the view that
gets the data the way you'd like it presented to the HLL, then creating a
program that opens the file and reads it. If you run the program in
debug, I think you will get some information about what the SQL engine is
doing in the background to open the view - which should suggest an index
creation if an index would be useful.
