I looked up the APAR on IBM RETAIN (remote technical assistance information network) rather than the web.
SI23396 is indeed listed in the Backup Recovery Solutions V5R4M0 group PTF SF99186 according to:

SI27661 is a very recent supersede of SI23296, and that PTF is included in the group as well. Thus there is AFaIK no reason to include the PTF SI23396 in the list; i.e. it could be removed.
The real problem seems _most probable_ to be that *either* SI23296 is incorrectly marked as unavailable for order [aka PE], *or* that the development team failed to use SE25337 to provide a PTF even though presumably such a PTF does exist and only the tracking is incorrect [tracked to an APAR other than the PE APAR].
Since that group was updated [& released?] on 15-Aug, it may be that the SI23296 made its first appearance in the list, and the PEAPAR appearing is an issue only since then.?
