Why? Simply to reduce the cost of maintenance.

A badly written level break program is nearly impossible to maintain.
Even well written level break processing means someone rolled their
own using their own idea of how it should be done.

With the cycle, it's completely clear and unambiguous what l1 detail
and l1 total time means. It's immistakable to anyone who has spent
the time to understand.

Using
more modern techniques will mean IT can be more responsive, and we CAN do
more with less. Unfortunately, this will mean you will be out of a job.

why will knowing and occasionally using the cycle put me out of a job?
I have no problem thriving in shops that uses strictly ILE, /free,
SQL and other modern techniques. seems to me that you've limited your
possible places of employment, not me.
