This view seems to give the result you are after:

create view v1 as
( select * from p1 join p2
on cast ( digits( f1 ) as graphic (10) ccsid 13488 ) = substring( f2,

o The SubString - SST, portion of the first (10 bytes) of the second
(P2).Field2
at CCSID = hopefully 37
