IBM changed the PTF rule in V5R1. They should get applied with QABNORMSW
set to '1' since then according to IBM.

A while back on V5R4, I had to run ENDJOBABN, followed by a delayed PTF
apply. I was surprised that it did not set QABNORMSW, and the PTFs did
get applied during an unattended IPL.

Here's another suggestion for your weekly backup program.
Before it does the IPL, and after it's brought the system to restricted
state, have it submit two jobs to a single string job queue. These jobs
won't run now because you're in a restricted state but they will run
after
the next IPL when you aren't.
First job: DLYJOB 10 minutes. I like doing this in a separate job to
change the time (to let the system settle after an IPL) as needed.
Second job: Check system value QABNORMSW. If abnormal, then IPL again.
Someone ran an ENDJOBABN and your SI* ptf's, therefore, weren't applied.
But, before you IPL submit these two jobs again. If normal then send an
email to Paul's cell phone that the IPL is complete and we are ready to
rock. If Paul doesn't get the email by such-and-such he dials in and
finds out what the hey is happening.
