I don't think so. However it's easy enough to test - even without
disruption of your system. When you get them downloaded, added to the
image catalog and the catalog loaded to the drive then simply do a GO PTF
option 8 and tell it to NOT ipl. Which is the same as:
INSPTF LICPGM((*ALL)) DEV(OPTVRT01) INSTYP(*DLYALL)

Heck, you might even be able to test by simply doing a
VFYIMGCLG IMGCLG(CUMENGROUP) TYPE(*PTF) SORT(*YES)

But why would you care? You can do either the option 8 or the
INSTYP(*DLYALL) and only IPL once after loading the cume and group
individually.
I load my cume and group during the week and do the IPL on the weekend.
Only time it is more of a sequence pain is when doing an OS upgrade. Then
I may IPL after the cume before attempting to apply the group's, etc.
