Try the key center website:
http://www.ibm.com/eserver/ess

You'll need the customer number and system/order number to get the key.
You might also try call the key center, somtimes they can issue a 20 day temp key.

And do not forget that you can use a pure telnet session that does not require a CA license.

Look around for a free telnet client. There are a few out there.

The local community/technical college just recently upgraded (finally) to
V5R3. However, the person they had do the upgrade neglected to add the
license key for Client Access and the grace period has expired <which I
warned them about 3 or 4 weeks ago when I was last there when it said they
had 20-something days before it expired> and they are unable to connect to
the AS/400 (from what I've been told they can sign on but have no command
line access, which is kind of needed.....).

The person in charge says that the ONLY contact they have available is to go
through Rochester directly (they are part of the IBM PIE/Academic
Initiative/whatever it's called now) and he would "try" to get someone to
get it fixed.

I am pretty sure that with V5R4 you no longer get the piece of paper that
has the license key but not sure about V5R3 (even if they did I sincerely
doubt that anyone there knows where or what it is.) This is a program my
wife and I are trying to re-invigorate but the current person in charge is
basically a "do nothing" kind of person and that's what we are stuck with
right now.

Is there any direction/guidance anyone has so I can point/help them out in
getting a key ASAP (by my wive's next RPG class Thursday afternoon). She
just found out when she went to the classroom for her class this afternoon
and ended up having to cancel the RPG and CL classes scheduled for today
after not getting anywhere with the Program Chair.
