In Navigator:

Right-click system name -> Application Administration -> Host Applications
-> TCP/IP Utilities for iSeries -> File Transfer Protocol (FTP) -> FTP
Server

If you can't see Application Administration option then you didn't install
it. You can add it via "Install additional components".
