Since a keyboard problem isn't out of the question, this might not make any difference. But pressing the [Help] key should give some indication of what the problem is.

The keyboard apparently at least signals activity, otherwise there wouldn't even be a 0037 showing up when keys are pressed.

I don't know where the [Help] key is on a 3197. On our consoles, it's in the left-hand cluster near the 'A' key. I don't know how similar the keyboards are.
