One part of me agrees with you about the "before they had a chance" part.
But most safety codes I am aware of, and common sense, say that in a
commercial building exiting cannot require any action that is not simple,
obvious, and directly related to getting out.

If you think that reason trumps panic, try telling some of your fellow
employees that cicadas don't bite or sting, when there are 2,000 or more
in the half dozen trees next to the employee entrance. All they are is big
blundering bugs with blank red eyes who make a horrendous din. You'd think
their name was ci-Qaeda, the way they terrify folks (no, not all of them
female). At least two people that I saw nearly hurt themselves trying to
"escape"....

Substitute "fire" for "cicada", and seeing as how fire really is dangerous
your co-worker's comment may not be that foolish.
