I think you want to look at Scott Klement's HTTPAPI (http://www.scottklement.com/httpapi/). If I recall correctly, he used the example of getting UPS shipping cost for an order when he presented it at one of the COMMON conferences. (But maybe that was another session I slept through.)

We have Internet-connected boxes at V4R4, V4R5, and V5R2 that we could use for development and testing; our customers typically could be anywhere from V4R4 to V5R4 (but are mainly in the V5s).
