You have a few ways to do this :

Scott Klement is one of your friends for that : http://www.scottklement.com/
He made a tool to do exactly what you are looking for.

Another Option, make your own CGI pgm to receive the file, parse it (in V5R4 you will have RPG code to do that) end send the result.
You can use CGIDEV2 to do this.
