start with files with the most usage (ie, most bang for the buck), I need
to start at the bottom of the file food chain and work my way up.

It might not be that bad, Jeff. If Elvis is right (and I haven't had a
chance to try it) you can add the constraint to the "lower" files on the
food chain even though they're still created using DDS, create your higher
files using DDL, and then eventually revisit the lower files.
